Stigma and discrimination is one of the greatest barriers to recovery housing. Despite persons in recovery from substance use issues meeting the civil rights definition of "disabled", which is a "protected class" under fair housing laws, they often face discrimination from local and state governments that place or enforce restrictions on their housing choice to a higher degree than neighbors without a disability.
